Why should I give 20% even if the service was just OK? why can't I choose the amount without being looked at as a weirdo by the people who serve me? Why should I tip in Kuwait?

I like to go in peace take my order and enjoy it quietly. If I started to tip people they would start their friendly conversations and I'll stop going to that place.
